Overall Migration Testing (EN 1186 Series)

Method: Test specimen contacted with food simulant under prescribed time/temperature, simulant evaporated to dryness, residue weighed = total migration.

Calculation: Overall Migration = (M₁ - M₀) / S, where M₁ = residue mass after contact, M₀ = simulant blank residue, S = contact surface area in dm².

Limit: ≤10 mg/dm². For articles with indeterminate surface area (pulp molded containers), the limit is ≤60 mg/kg food simulant.

For molded pulp with water-based barrier coatings: The barrier is the plastic layer under 10/2011. OML testing should use simulant contact with the coated surface only, with testing conditions matched to the intended food contact conditions. A declaration of compliance (DoC) per Article 16 must document: identity of manufacturer, identity of the material/article, date of declaration, confirmation of compliance with 10/2011 and 1935/2004, specifications for the substance(s) with SML, and adequate information on non-listed substances (NIAS).

FDA 21 CFR 176.170: The US Approach

Unlike the EU's numerical migration limit approach, FDA regulates food contact paper through compositional requirements:

21 CFR 176.170(a)(3): Components of paper and paperboard in contact with aqueous and fatty foods must be either GRAS, prior-sanctioned, or the subject of an effective Food Contact Notification (FCN).

Functional barrier concept: If the molded pulp contains a functional barrier that prevents migration of non-compliant substances into food, those substances are excluded from the composition requirements — provided migration testing demonstrates the barrier is effective.

CFR citation for molded pulp: If barrier-coated, 21 CFR 175.300 (resinous and polymeric coatings) and 21 CFR 176.170 (paper and paperboard) both apply. Uncoated virgin pulp generally qualifies under 21 CFR 176.170 with no additional testing beyond compositional verification.

LFGB (Germany): The Sensory Requirement

Germany's LFGB adds organoleptic testing that neither EU nor FDA require:

DIN 10955 Sensory Testing:

  • Trained sensory panel (≥8 assessors) evaluates food simulant after contact with packaging
  • Tests: odor transfer (intensity 0-4 scale, ≤2.0 typically acceptable), taste transfer (triangle test vs. blank), appearance change (color, turbidity)
  • Test conditions: 10 days at 40°C (ambient) or 2h at 70°C then 10 days @ 40°C (hot fill)
  • BfR Recommendation XXXVI (Paper and Board for Food Contact):

  • Specific requirements for: pulp source (virgin fiber preferred; recycled allowed with functional barrier), wet-strength agents (polyamidoamine-epichlorohydrin resins must meet limits for epichlorohydrin, DCP, MCPD), retention aids and flocculants (permitted list only), optical brighteners (prohibited for direct food contact paper), dyes and pigments (migration fastness requirement, no primary aromatic amines from azo cleavage).
