The Step-Down Test

Two disciplines make the test work. First, the evidence should be specific to the market where the pack is sold, because a format that recycles in one country may have no route in another; the same pack can sit at different hierarchy steps in two markets. Second, the reason should be revisited when conditions change, because collection infrastructure and logistics options move. A step-down conclusion recorded in 2024 may be wrong in 2026, and a dated file makes that visible.
