What has to be true before a packaging carbon label can be published?

Three things: a defined scope covering which life cycle stages are included, a method statement naming the standard or framework used, and a data set matching the product and market the label appears in. The figure must be reproducible by a third party from the same data, so the calculation basis cannot live only in a spreadsheet the original modeller has left. Where the label compares two packs, both must share the same scope and boundary, otherwise the difference shown is a method difference rather than an emissions difference.

Is a carbon neutral packaging claim the same as a carbon footprint label?

No. A footprint label reports a measured or modelled quantity for a defined scope. A carbon neutral claim asserts that remaining emissions have been offset or removed, which adds a second set of requirements: the offset or removal instruments must be real, additional and verifiable, and the boundary of what is being offset must be stated. Brands frequently publish a neutrality claim built on a partial footprint, and that gap is the most common source of enforcement attention in this area.

How should a packaging carbon figure be shown to consumers?

Show the number, the unit, the scope and the basis within the same field of view, and avoid implying that a single figure captures total environmental impact. A defensible consumer label states what is included, for example packaging only versus packaging plus product, names the method, and provides a route to fuller disclosure. Numbers presented without scope are the ones that generate complaints, because two packs labelled with similar figures under different scopes invite a comparison the label does not support.

Why do two similar packs carry very different carbon figures?

Usually because of the boundary, not the material. One study may cover packaging only while another covers packaging plus product; one may stop at the factory gate while another includes distribution and end of life; one may apply a recycled content credit while another does not. Those choices are legitimate, but they must be stated. What will a verifier ask for when reviewing a carbon claim?

Typically a method statement naming the standard and version, a scope definition listing inclusions and exclusions, the activity data and emission factors with publication years, the calculation model and its assumptions, and the evidence base for any comparison. Where the claim asserts independent verification, the review output itself is the document. Two habits close most gaps: keep the model reproducible from the file rather than from one person's memory, and do not imply verification before a review has actually been completed.

What is the most common packaging carbon communication failure?

Publishing a figure without its scope. The number may be accurate for the boundary that was modelled, but without the boundary the reader assumes total impact, which turns a limited measurement into an overstated claim. A related failure is mixing boundaries inside a comparison, where the two figures were produced by different studies. Both are layout and governance problems rather than scientific ones, which is why setting the scope, the number and the label design together is far cheaper than repairing the claim after publication.
