What is the waste hierarchy for packaging?

It is a preference order applied to packaging decisions: prevent waste by using less material or no packaging where function allows; then enable reuse or refill; then design for recycling; then recover energy or material where recycling is not viable; and treat disposal as the last option. The order directs effort, but the hierarchy is a decision framework rather than a rule that forbids any option. Each step down needs a stated reason, and that reason is the documentation.

How do you document a decision to move down the waste hierarchy?

State the functional requirement that the higher option could not meet, the test or evidence behind that conclusion, and the alternative chosen. If removing packaging that protects a fragile product fails a transit test, the transit test result is the reason the design stays at the recyclable step rather than moving to prevention. Documenting the reason turns a design preference into a defensible engineering position that survives a customer or regulator review.

Does the waste hierarchy mean mono-material packaging is always best?

No. Mono-material structures usually help the recycling step, but a mono-material pack that uses more material, fails a barrier requirement or cannot be handled by the local collection stream may perform worse than an alternative. Apply the hierarchy per format against the performance requirement and the collection reality of the market where the pack is sold. Is compostable packaging a higher hierarchy step than recyclable packaging?
